Aldaron (#87428), Good question. Clearly the follower is placed before dragon moves according to the rules, but the fairy is left ambiguos. I have no official information one way or the other (except for the German rules like yourself), but my own interpretation is (and was before you asked this specific question) that fairy movement is comparable to fellow placement (you either place a follower or move the fairy) and thus happens before the dragon moves.
